SD Housing administers and supports a variety of social programs that connect South Dakotans in need with safe, secure housing statewide.

The objective of the Security Deposit Assistance Program is to provide funding to eligible applicants for use in emergency situations to prevent homelessness or to assist persons in transitional housing to secure permanent rental housing. Funds may also be used to assist low-income families in securing a more affordable rental housing unit.
Public Housing Authorities and non-profit agencies are eligible to apply.
Funds will be granted for payment of security deposits. Applicants can use Security Deposit Assistance funds in emergency situations to prevent homelessness, to assist families in transitional housing to secure permanent rental housing, or to assist families in securing a more affordable rental unit. All families assisted under this program must be very low- or low-income, with incomes of 60 percent or less of Area Median Income. Applicants (Sub recipients) are eligible for an administrative fee, up to 10 percent of the requested grant amount to cover program expenses.

The objective of the HOME Homeowner Rehabilitation Program is to provide funding to eligible homeowners to assist with the repair, rehabilitation or reconstruction of owner-occupied units.

The Emergency Solutions Grants Program (ESG) is a federal block grant authorized by subtitle B of the McKinney Vento Homelessness Assistance Act and is funded by the US Department of Housing and Urban Development and is administered by SD Housing for the State of South Dakota. ESG funds provide for emergency shelter and homelessness prevention activities including short-term and medium-term rental assistance and services to stabilize and rapidly re-house individuals and households who are homeless or at risk of becoming homeless.
Applicants must be non-profits or units of local government. Governmental organizations such as public housing agencies and local housing finance agencies are not eligible applicants under the ESG program. Applicants must be in compliance with ESG guidelines 24 CFR Part 576 and applicable state and federal policies and procedures, including compliance with federal and state non-discrimination laws.

Applications are made available by SD Housing to units of general local government and to private non-profit organizations, and awarded on a statewide, competitive basis. Grant allocations are made annually in the spring/summer.
Complete applications are due to the South Dakota Housing by 5:00 p.m. Central Time, May 31, 2024. The application deadline is firm as to the date AND hour. SD Housing will accept applications submitted electronically. Applicants can choose to continue to submit a hard copy application or submit electronically utilizing the upload option linked below. Applicants cannot submit applications via facsimile.

60% of the total funding will be available for street outreach and shelter operation activities
40% of the total funding will be available for homeless prevention, rapid re-housing activities and HMIS activities.
